I don't see this happening. Not requiring a land line company to offer you service as long as you can get cable phone is just removing something called competition.
If the land line company does not want to stay in the business, spin off land line into its own company or sell it to someone who does. Verizon decided to sell off landlines in many states to Frontier, deciding that it no longer wanted to be in the land line business in those states.
