Id say some sort of smartphone that allows you to drag and drop files onto the handset. Any other way is really a PITA.

Any windows mobile device will alow you to use windows media and mp3s as ringtones, and as jordan pointed out, the new pro and diamond come with an mp3 trimmer, that allows you to cut out a piece of a song you enjoy, and use it as your ringer....

ALSO, blackberrys give you the option to use music files as a ringtone, though I have not seen a trimmer app, but I bet it's out there.

I too am looking for a phone that can transfer MP3 (or audio files) via USB for ringtones. I also want the ability to transfer pictures. I do not want to have a $100+ family plan, so I do not have text or internet turned on. I know the BlackBerry 8830 can do this via the multimedia portion of the desktop manager. Can the Perl and Curve (or other BB) do this? As I have learned from this site, you can get a BB from Sprint without a data plan, but not from a Sprint store or online.

I currently have a TREO 650 that is starting to spend more time roaming, or droping calls due to a weak signal. I REALLY don't want to lose my PALM OS (most specifically Blocks ), but realize it is probably time to upgrade.

What options does a frugle person have? No more than $60 phone cost, and no internet or texting plan (IE 69.99 plus uncle sam's extortion).

The HTC Snap also comes with MP3 trimmer if you don't wanna shell out a lot of money
