This is one of the options on the Sprint site, but doesn't say what it is (attached)...

What are "Tap" messages?

It is a type of text message sent from a device other than a cell phone. ie: sent from a computer using special software to your phone

Very interesting... Strange to note that they're treated differently... I wonder which entities use TAP vs straight SMS... is TAP the "outside" method of test transmission while "SMS" remains internal to the carrier (or other carrier even?)?
I found this partial article, but it doesn't give any real-world examples of how/why. Still interesting stuff. (http://www.connectionsmagazine.com/articles/4/013.html )

TAP messaging is an old-school messaging platform that has its origins in alphanumeric pagers. I'm surprised Sprint still supports it at all; no doubt that's where a lot of junk SMS has its origins.

It is still supported because companies still use the software to keep in contact with thier employees via sms. Imagine sending an sms to all your employees to let them know of something urgent, etc...
