Quicktime Pro will allow you to export in any fps that you want. The only downside is that it costs money, altho I have seen keys on peer-to-peer networks.

Your response really doesn't answer his question, he asked for a link to download his 3gp converter, not anything about Quicktime, and especially not about something that would cost him money. :deal: Your intentions might have been good but it really didn't help the situation any.
Here you go, link and all! http://www.nurs.or.jp/~calcium/3gpp/
Just make sure to scroll down and click on the 3gp_converter034.zip, if that doesn't help, I suggest googling it. :)
In order for it to be 15fps or more, you must set it on the highest quality. :wavey:

True there is no link, but i think thats a pretty universal application that most people would know of, and he never said nething about whether or not it had to be free or not, just so long as it would convert to 3gp in a fps other than 15. Plus quicktime works on other OS's other than windows, which not all of us use.
BTW here's a link to 3gp in quicktime:
