I know the quality would not be great...but any ideas on free or almost free programs to do the job?

does NERO do it if you're making a VCD? I don't know if it does but it might.

I have software to make a vcd but only from mpeg. That is why I need to convert to mpeg.

give ImToo 3GP Video Converter a try. it let me turn videos into ring tones(like the "lazy sunday-SNL skit". been playing with it for a week and it allows you save in many different formats beyond mpeg/vcd. good for video and audio either way.

I will have to agree with Deval. QuickTime Pro will be the best $30 you may ever spend on computer software. You get so much more for your money than programs like IMToo and Xilisoft, and QT Pro is a much more solid program.

How do these tiny 3gp files look on a TV when played as a VCD?

Not that I've tried, but they would look horrendous if you watched them on a TV.

If the actual file was converted from mpeg to 3gp , why would anything be lost switching back? I do not want to watch 3gp on a tv.

everytime you convert from one format to another, the file gets compressed and therefore loses quality. especially if you converted to 3gp to use on your phone, the resolution is VERY small. it would look horrible if you watched it on anything but your phones screen
