tagtag.com is a good site for beginners. Otherwise you'll need to know some XML, I believe. You will need to have a place to host your files, but you can create a WAP site for free with tagtag.com.
As far as how to make ringtones, there is a sticky at the top of this forum with directions to making both QCP and AAC formats.
*EDIT*
No, no... I think you can host your files with tagtag, actually. Well, wallpapers at least. You would have to host your AAC or QCP ringtones elsewhere.

actually you don't need to know xml. Html will do; but to make pages dynamic and easier yous should know php (it is a server side programming language for web development). you will also need a web server that will allow you to set MIME types; sprint phones require a defined MIME type when downloading any files. QCP, and AAC file formats are not standard MIME types, so you cannot assume your host already has them defined. also you can find code at www.sprintdevelopers.com that tells you how to send sms messages to sprint phones (for delivery).
it's NOT an easy task though
hope that helps get you started.
Digital Sense is a good hosting company to start with.
SprintUsers.com was created in January 2002 as a resource for users of Sprint PCS products and services to learn about and share information.
