Is there anyway I can activate a phone that has a bill on it?

Your question is a bit vague, but I think I understand....

The billing is tied to an individual, not a particular phone.

It all has to do with the ESN of the phone. If I buy a new phone and activate it in place of my current one I will still get a bill for what I used with my old phone, but someone else can buy it and activate it even though I have not paid for my useage yet.

Your best bet is to call CS and give them the ESN of the phone you are interested in activating and have them tell you.

basically the phone is on a account that has expired but locked due to the bill. Until the bill is paid or that account holder swaps phone, it'll stay like that.
but he/she can not swap the phone off there account because it's locked due to the bill.

call customer service and see if you can acitvate it

If the ESN is attached to an account with any balance on it, that ESN cannot be removed from that account.
