I make a wav file, then i use pvconv.exe and it makes a qcp file, but it makes a qcp
file with no size. How do i fix this?

open your wav file in sound recorder (start > accessories > entertainment) and on the file menu select properites and convert now button and select the following options...
(note: i save one called qcp ringtone, you won't see that in the list. change all other options to match the same.)

then save your file. now try to convert it with pvconv.exe
