I need to know if there is any program that can be used to convert the VI 2300 into a modem?

I assume what you're referring to is so that you can hook your laptop up to the phone and use it to dial a connection. If I'm not mistaken (which I could be), all you really need is a cable and card where the cable connects to the pcmcia card, that gets inserted into your laptop, (like the one found here: http://store.ositechdirect.com/cemoforsaph1.html). Hope this helps.

The new Sanyo products such as the VI2300 will not allow you to access #777 and be used as a modem.

Which I find to be weird given the new 9/1 rate plan brochure. Sprint now has an option for such use. This is not the Connection Card option. The new option is entitled "Phone used as a modem. Perfect for people who use ther Sprint PCS phone as a modem." 40MB is priced at $25, with a $70 cap for additional KB at $0.0001/KB.

So, then, why is #777 disabled on new phones?

Probably because #777 is free with Vision plan and they wan't to make more money.
Isn't that what everything comes down to? More money for people who don't need more.
