LG-535 vision problem HELP!!

I bough two new LG-535s and one is perfect. The other one will not to connect to vision. I called cut service and they tried to go thru settings then they said it will not over the air program. I took it to a tech center today and the tech said she couldn't get it to connect up or recognize it in the system.
I get error 1012. It says unable to connect to vision services.
The funny part is there is no user name under phone info in the settings. We tried to manually program it thru ##3282# and when we click on user name, it wont give the view and edit promts. It gives and exclamation warning and says to enable vision services before viewing or editing user name. A big circle . I can't enable because there is no user name.....
Any ideas....
