Could someone please tell me if I buy another phone and add it to my account, I will have 14 days to deactivate the account right? Plus If I deactivate do I keep the phone if I buy it from some other store either than Radioshack and the Sprint Store?

they will charge back the rebate in most of the places that sell sprint

If you buy the phone at a SPCS Store or a 3rd party retailer, and they set up the acct, the rebate WILL be charged back to you. They will actually charge it back to your deactivated acct, then you will be contacted by a collections company to get the money back.
They will spend $1000 in manhours to get back $150.
I've seen it happen 3 times in the last yr alone.
So, tread lightly, take your chances, if that's what you want to do.
