i have a samsung n400 and i have no idea how to use the text message feature...there is short mail..but you have to get on vision to use this..somebody help me?

That phone does not have built in sms. You must use short mail to text message.

does that cost money to do?

also in the download section what about that sendmessage program? will that work? and if so does that cost money

As PDXMatt said, that phone is not able to send/receive standard text messages. You will have to use vision to send and receive messages (via shortmail). Yes, you will be charged to use it too. If you do not have a vision plan, you will be charged per kb of data transfered.
