2032sp setting up problems

ok so i got this phone in great conditon wouldn't power on
did the battery short and shock pattle tratment and got er up and running

so i swaped it into my account (yes the esn was clear :D amazing considerig what i paid )

anyhow i got the msl and have this phone half activated

i can make calls just fine
when someone calls me they get a busy signal (no incoming calls)
and i cant get vision to work

if i get a text message it shows up on both phones

now it has been over 24h since i did the esn swap

i tried to call the activations line but i can only get indian csr's who ahve no clue what im talking about and said they didn't have a manual for activations

i've accessed the modems main config screen thru the debug
and i don't know what all these settigns should be as there not in my old phone (8200) as far as i can tell thru bitpim

does anyone have access to a the programming info ? what settings i need to get vison to work
and what number does it dial ? to get vision
