It is for when the phone is locked the phone can still call and receive special numbers that the user has programmed into the phone. So, if you lock you phone and program the phones number into it. You will be able to call the phone and the phone will receive the number but will not be able to make outgoing calls to any other numbers.
In a nutshell, the user programs special numbers into the phone.
These numbers can be called and called out even when the phone has been locked by the user.
Note from the manual: There is no speed dial options associated with special numbers.

Sorry, just trying to help people out. Plus you can read the manual at http://www1.sprintpcs.com/media/Assets/Equipment/Handsets/pdf/lgpm325.pdf plus it has an handy dandy search feature where you can select the text for what you are looking for.

Sorry, never read the instore manuals for phones. I always go to the pdf because its more user friendly and easier to find topics of interest. I almost forgot they still print on paper:)
