Ok - I have been doing some reading about ACCOLC and Access Overload Classes.

What does the number have to be to have 'never bumped' status?

It's not applicable on Sprint's network. 10-15 are the reserved channels, but it's never been implemented.

10 and higher are supposed to be reserved for government use ONLY. Technically it's illegal to use anything above 10. I think maybe if there were a crisis. Certain phones would work overriding others with a lower class.

P.S. I'm straight guessing here. I really don't know for sure
