10 second silence, then ring?

Does anybody know of/can make a ringer that has 10 seconds or so of silence, then makes some noise of whatever kind?

The reason Iask is that on my old phone, I had the option of vibrating twice, then ringing on the third time if the call hasn't been answered. This was helpful because if the phone is on my hip, Idon't need a ring, but if it's not I do. My new vm4050 doesn't have this option, just ring and vibrate at the same time, so a ringer that has 10 seconds of silence first would solve my problem. Any help would be appreciated, even if it's just pointing me towards an app. that will let me make one myself.
