I have this file I want to use but it is too quiet. The back ground music is higher than the rapping. I want to hear the words more & have it louder. If anyone can edit this for me I would really appreciate it!

do you have the orginal WAV/MP3 file
you cant do much with QCP's

where did you get the QCP?
many of the larger sites also have the original files there aswell

I can covert it back to a wav file. But I don't know how to make the vocals louder than the background music.

you cant really beucsae its all contained in one track
you could make th ewhole thinig louder but it sounds like thats not what you want

yeah, i still have the original MP3 cut of it (i made the original ringer). but the problem is I don't know how to make the vocals louder. it sounds fine when I down-sample it to 16-bit mono at 8000khz, but when you run it through the qualcom converter to make it into a ringer, the compression is just so great on it that it ends up sounding like that. If anyone here is great at sound editing and knows how to 1) edit it to effect just the vocals and 2) knows at what level the vocals need to be to compensate for the compression loss, I could re-do/re-post it.

There really isn't much you could do. If my schooling serves me correctly, the human voices' frequency range is 500hz to 5khz (5000hz). So you could start eq'ing out frequencies that aren't in that range and it might help. BUT, by cutting out those frequencie it will affect the sound of the music. It is only playing on a phone speaker so it doesn't sound great to begin with.
