I have an older version of the program that allows your Mogul to act as a mini-WiFi router...does this program still work and can I use it safely without getting charged?

I believe you can, just as long as you don't exceed the 5GB cap that Sprint elusively put in place a few months ago. I would just tell you to keep a close eye on your bandwidth usage.

I use WMWifiRouter all the time on my Mogul with no issues.

I think it does mask the PAM usage, but when in doubt, there's a cab-based regedit that removes the PAM and uses SprintPCS for ALL data connections.

This cab only seems to be necessary for stock roms. Custom ones usually have it already built in.

I assume with this CAB file I could use PAM as much as I wanted without an repercussions? Well..not as much as I wanted, they may notice unusually high data levels...but a little minor surfing+IM here and there won't get me noticed, right?

I have been tethering and using freebie wmwifirouter for about a year now. No issues.

Absolutely. If you're using an access point, there's no need for wmwifirouter to be running.
Retail versions of WMWiFiRouter allow you to connect to a hot spot and share internet via usb to others and much more. It's really an amazing little app.
