I am eligable for an upgrade Dec 1, but my contract doesn't run out until Feb. When would be the best time to renew?

The best time would be once you're actually out of contract because you are free to leave. But one or two months before your contract ends should also be reasonable. You will be close to having the option to leave so Sprint will want to lock you up.

Your best bet would be to renew at the end of any month when salespeople are struggling to meet their goals...

Do all sellers/resellers associated with Sprint have monthly sales goals, or just a certain set of them? For example, does TeleSales have a monthly quota?
