My phone broke from a fall and would not power
I have been playing around with it to retrieve my address book
Then it finally powered on and on the screen it says

RESCUE MODE SERIAL ON

In this mode, do I have access to the address book?

you could try using http://bitpim.org/ to recover your phone book if you have a data cable.
