i get this when i try and use a program to use google talk on my phone im not sure if im not allowed to tell you the name of the program.................

Some phones are not compatible with all Google applications. However it appears that this error message is in refrence to Java Scrpit, so you want to look for a 3rd party app that will allow you to enable/place Java Script on your phone.

Sprint restricts the API (application programming interface) on its phones.

# Qualcomm Java Application Extensions (QJAE) Location API
Your error is saying the program you're using does not have access to one of these.
