8400 unresponsive

Hey guys, just bought an SCP 8400 from a seller at eBay. When I finally got to me, I attempted to power up the phone with the end button and nothing. I've got a dispute entered through PayPal against the seller (who says the phone worked perfectly the day she shipped it to me). My question is this: is there someway to determine what may be wrong with this phone. It doesn't appear to have any water damage. My wife has the same phone, so I tried her battery in the phone and it didn't work. The new phone will charge a battery....again, I installed my wife's battery with a half charge and it was fully charged after returning it back to the wife's. Any ideas?

Hold the power button longer

if that doesn't work, take it to a Sprint store and ask them how much it costs to fix it
