There's a seller on ebay offering INFO on how to do this, says it works almost every time. Does anyone know if this is a scam? Is it legal/legit to do whatever it is he's suggesting? Just curious before I waste $10 on nothing.

That's very likely a scam. Probably wants to suggest some unethical things.

Yeah. Insurance fraud comes to my mind for some reason.

I would steer clear of this one.

The key word there is "almost every time", which means no, don't waste your time with it.
