My dad got a Katana II phone and when you answer the phone the speaker like echos. He turned the volume down to one and still has the problem. Is that a known problem with these phones?

Try doing a hard reset on that phone and see if it solves the problem. If it does not take it back for exchange/repair. This has happend to me before with a Sanyo phone. In rare cases, it's the area reception you are trying to use the phone in.
