i hook the phone up to my computer and browse to the files using the inculded software on pc and delete from there.this has worked on every file that couldnt be deleted while browsing on the q.(example:i had a .dll file needed for a emulator but the q refuses to delete .dll(s) or files that it swears is still in use(permission denied).
but always check your task manager and kill all running apps.sometimes that helps to be able to delete directly from phone.

using your phone, locate the file you want to delete, check its 'properties' and make sure its not 'read-only'. after unchecking the read only box, you should now be able to delete it.
this doesnt always work, so what i had to do was copy the file to my computer, change it to NOT be read only, and place the file back into the phone and 'overwrite' the other file. after that i could delete it.
