Yes it is, sero has unlimited data usage so ondemand wont cost you.

I just checked with ECARE and looks like its not free. This is email I got..

I would like to mention that the service plan included the free Vision
option. Yes, the phone included the On Demand option. The details of
the On Demand option on the phone are as follows:
On Demand is available with a 14-day trial for a number of premium
channels (TV Guide, MAPS, Answers (Directory and Dictionary). After the 8th
day of the trial, we send an SMS to our customer each day that the
trial will be ending soon. After the trial period expires, you are
required to purchase the channels, if they would like to continue using the
channels. Basic channels will be available as the default channels
(News, Sports, Weather, Money, Movies, ShowBiz and FYI).
If you wish to add the On Demand option on your account. Please do not
me know, I will definitely assist you accordingly. Premium channels
will be at a monthly recurring charge of $4.99 bundled pricing, which
includes all 4 premium channels (i.e., TV Guide, MAPS, and Answers
(Directory/Dictionary).
