I tried to search to see if others had this problem. Found one post with no replies but in the Windows Mobile forum: http://www.sprintusers.com/forum/showthread.php?t=147790&highlight=cropped
When I browse to download a picture from picture mail it looks good on the screen. I then download it to my phone but it is getting cropped. When I do a side by side viewing from my phone and the picture mail site I see the difference. Depending on the picture a lot of detail is left out.
I am using a Palm Centro.

Yeah, this happens with a lot of phones. The only way to avoid it is to grab the pic from your comp, save to desktop, and then email it to an account you use on the Centro. Or bluetooth. Or pop it on your memory card. Anything but pic mail.
