I looked in the FAQ here and didn't see anything on this. How does one take a 1024 x 720 or larger jpg (say a picture I took with my digital camera) and format it to another resolution ...say 240x320 QVGA for my cell phone. Is there free programs to do this?
I think I know I could use a uploader like Focus or Mixxer to do it for me, but I am talking about sharing it with others here or else where.

Use Photoshop. If you don't have that use the Free Gimp Photo editing Software. http://www.gimp.org/

When I want to do this I open the picture in "paint" and cut it to about the shape of the phone screen. Don't worry about the size just the shape. Then you can upload it with the focus tool on this site and when you resize it, it won't be all stretched or skewed.

Don't use photoshop because it will have the digital copyright and it won't display on your media, use ImageReady from Adobe and that will eliminate any problems.

If you use Photoshop, just use the "Save for Web" option and your phone will display it fine. It's not a matter of digital copyright--it's merely file information that is stored with a standard PS JPEG versus the "Save for Web" which doesn't store ANY information.
There are a lot of programs out there that allow you to resize and crop for free. A Google search will go a long way, if the information we've shared here doesn't cover all the bases.
