Any one know how 2 unlock a razr v3 on cingular network?
I did a search on it and nothing came up.

Is it even possible?

My friend is going to the Philippines and wants to use it over there.

If his account is in good standing, he can just email Cingular for how to unlock. Or check a local third party dealer. I've got a dude here that unlocks phones in his store that I always send people to.
