Well *I'm* going to go check out Mediacoder. I haven't been able to find any free ones out there. Let us know if you get it to work or find another program.

I made a short mp3 snippet I wanted to use as a ringer.
Used mediacoder to try to create a 3gp file and ended up with a m4a file. didn't work for me but I may be doing something wrong.

tried it twice. On first time I tried to transcode 2 files at once, the mp3 together with a 16x16 jpg (to add the "video" component). This yielded an m4a file that in Mediacoder played at like double speed. On second attempt I left out the jpg and still got m4a but it played at correct speed in mediacoder.

Moved the m4a file onto my microsd to try it anyways...of course it won't show up in the albums. Even tried renaming it from "file" to "file.3gp" to see if that would do the trick. heh heh...no such luck.

I think what I need to try next is to find a different program and create an mpg or mp4 by mixing the jpg with the mp3. Then reload that into mediacoder and see if it will actually transcode it into 3gp format instead of m4a format.

3GP Converter works for me for my A900M:

Also here is comments from one user:

Alright, this "newer" version isn't as good as the last one. It is way worse. The error most people get is that a cygingdlf or something to that matter is missing or there is a duplicate of the file, so the software will not convert. To download an older verion, type http://www.nurs.or.jp/%7Ecalcium/3gpp/3GP_Converter031.zip , because that is the converter that has no problems. Nurs needs to work on their cygingdlf to fix the latest problem.

I use iTunes. Its free and works great. The only downfall is... the program is like 31mb (took a little bit to download) and I only use it to convert mp3 to aac, but whatever, it works. Got other info on the link.
