Is it when it's received or when you view it? Can I avoid a SMS charge if I don't choose to view the text?

I believe you are charged when you receive the message.

as soon as its recieved its charged. If you want, you can have text messaging blocked but then you cant use it yourself

You can block all incoming text, outgoing text or all text messages
