I've asked twice and Sprint has told me they do not do this.

Bet the loyalty was already there when you switched to NVP. Once you are on NVP loyalty discounts can't be added.

I have been on NVP for 4 years. Got a loyalty discount when I renewed my contract 2 months ago.

Got it on my second line last week.

I have the NVP and 15% loyalty. Had the NVP first. I think.

I have both on all 4 lines - I had loyaty 1st on 2 lines then NVP, added 2 lines, had NVP and later got loyalty on those 2 lines too.

Yes this is true... usually you will not be able to add loyalty if you are already receiving HPV - er I mean NVP.

Although as you can clearly see from just this thread alone that exceptions are made all the time. If you have had no luck with phone support, try getting it added through eCare.
