I have been having trouble receving sms fomr bulgaria. Sprint has told me 3 different
things: 001, 01, or 011 first before my cell muber in usa.. None of which has worked (except 011 worked 2 times, then no more) . I was able to send sms to Bulgaria for about 1 month using 011 first, but now has stopped working as well. I've heard other speak of using + signs
too. Any help or suggestions will be appreciated.

It should be 011 if you are trying to call/text from here. Thet's the international dialing code from the US. So, it will be 011countrycodenumber.
+ sign is a GSM thing. It's function is to prepend the international dialing code for whatever country you are in before the number. CDMA phones do not understand it. You can't even enter it as part of the number on most CDMA phones.
Ask the person in Bulgaria to prepend your number with +. So it will +1555112222. 001555112222 should also work.
On GSM phones, the best thing to do is store all numbers in the "international aware" format. So, it works the same regardless of which country you are in.

then my area code + number. To enter + sign, isn't it like ** is that correct? She's tried 001 first and didn't work either. Thanks for your help.
